. senator jeff merkley, a democrat from oregon is trying to change that. he's got a proposal to force talking filibusters in the senate. it wouldn't change what i think is a central part in the senate, the 60-vote super majority, but it would make the filibuster into something that the minority had to put some effort into using. you have to want it. now, so i want to be clear on merkley's proposal. if it passed, the minority could still filibuster anything they wanted. they couldn't subject almost everything to the same 60-society challenge we have now. all they would have to do is talk. tell the american people why. and they probably wouldn't even have to do that that much, because the majority can't just let them talk all the time, they have to let them get stuff done. but even that modest reform is too much for many senators. "the huffington post" reports that a bipartisan group of lawmakers led by herman cain and levin are proposing a counter proposal that does even less. it would eliminate some redundant opportunities to filibuster. give quicker consideration to some nominations,

's talk about eastern oregon. nine people dead after a tour bus accident on an icy highway. the bus lost control on interstate 84 yesterday and smashed through a guard rail and plunged several hundred feet down a snowy embankment there. the bus was heading back to vancouver from las vegas. it crashed on a section of the blue mountains called dead man's pass. an area so dangerous officials warned it had some of the most severe weather conditions in the northwest. the driver survived but too badly injured to speak with police. >>> winter weather being blamed for dozens of crashes across the country. >> it is dangerous right now. people from the midwest to the northeast still trying to recover from back-to-back snowstorms. today, temperatures taking a massive dive, with some areas bracing for the chilliest air of the season. we get more now from meteorologist jim dickey. hi, jim. >> good morning. cold air in place across much of the north and east on this new year's eve. these are your early morning temperatures. 5 in burlington. 9 in portland and 18 in boston. as we switch gears now in the

is sending investigators to the scene of yesterday's deadly tour bus crash in oregon that killed 9 people. dozens more were hurt when this bus slid off an icy stretch of. >> i hawaii and plunges down an embankment. >> reporter: we just got the latest numbers. 9 dead, 26 injured. this happened near personle on, oregon they call deadman's pass. this is the only section of that road that has that steep of an embankment. investigators believe the bus rolled at least three times before crashing down into that rocky basin. the local fire chief called the rescue organized chaos. >> 20 years and this is the first time i have seen anything like this. it appeared most of the patients had been ejected from the bus as the bus went down the cliff. >> reporter: first the rescue teams had to scale down that embankment. then bring the round up to the highway for you treatment. the number of injured and dead quickly rows. passengers who survived said those in the back of the bus fared better than those in the front of the bus. victims were flown to portland, oregon and boise, idaho. the bus is owned by a

oregon. republican line. caller: there are so many issues to address here but i certainly wanted to talk to joshua specifically. i retired from the air force after 20 years and recently finished my master's degree. my thesis was on diagnosing and the affects of diagnosing on the economy. one of the things i discovered through my research, which i find remarkable -- my professors as well -- was that there were two types of social security. one that people pay into and one that people do not pay into. the one which is not paid into is the one that is consuming the majority of our resources regarding social security. as i was doing the research, my thesis, the question that came about -- i was seeing clients as an intern -- these people who were receiving benefits based on being 100% disabled. there was no clear, defining factor that said when a person was 100% disabled, or 40% disabled, as we have in the military. everyone is diagnosed with a mental disorder is considered 100% disabled and is entitled to 100% benefits. the question that should be raised is, why is this not being addressed?

oregon and also up in the seattle and the coast of washington state. now tomorrow we are actually going to see even heavier rain start to move in. we have already had reports of about 8 to 10 inches of rainfall already from the past few storms we've already seen. but we've also gotten reports of wind gusts up to 60 to more than 80-mile-per-hour. and we're going to see more of the same if not a little more intense as we go into sunday morning. additional rainfall totals on top of the 8 to 10 inches on the ground could be an additional 5 to 6, 7 inches of rainfall out of what we'll see tomorrow morning. we have the series of storms moving into the west coast. then it's a totally different story right in the middle of the country. we're also talking about record-break heat today. down into dallas and also into san antonio where temperatures should get into the upper 70s and lower 80s. that's about 20 degrees warmer than average for this first day of december. the only cool spot really is in the northeast where temperatures today will only be in the 40s and 50s. we should tap out closer to
